In August of 1997, John A. Greene, then director of the Arizona Department of Insurance announced an order that charged a fine of one hundred thousand dollars to the company for violations of that state’s automobile insurance non cancellation laws. In its report the department cited that Safeway, allowing agents to bind and issue insurance on its behalf, actually did not issue coverage to a number of people whom, after dealing with the agents, believed they were covered by Safeway. The fact that the company never notified the customers of their insurance cancellation was chief among the complaints against them that led to the fine.
